Balk Rule The fake-to-third, throw-to-first move is LEGAL in PG Youth events. Daily Pitching Limits 9U–10U: Max 18 outs OR 75 pitches 11U–12U: Max 18 outs OR 85 pitches 13U–14U: Max 21 outs OR 95 pitches Pitcher may finish the batter if the limit is reached during the at-bat. Example: A 13U pitcher reaches 94 pitches, begins a new batter, and finishes that hitter before being removed. Event Pitching Limits 7U–14U: Max 24 outs over any 3-day period More than 9 outs in a single day = 2 days mandatory rest 100-pitch maximum across 2-, 3-, or 4-day events Players may pitch in multiple games in a day as long as they do not exceed limits Pitcher may finish the current batter upon reaching the event pitch limit Example: Pitcher begins a batter at 99 pitches → may finish the hitter, then must be removed Additional Pitching Rules Once a pitcher is removed from the mound, they cannot return to pitch in the same game. No pitcher may pitch three consecutive days, regardless of pitch count. No pitcher may appear in three games in the same day, regardless of pitch count. Outs/pitches recorded in a forfeited game still count toward limits. Pitching Violations The pitcher must be immediately replaced upon notice of a violation (no forfeit). After a second protested pitching violation in the same event, the head coach is ejected for the remainder of the event. Tournament Departure Rule Teams that leave before the tournament concludes will NOT be eligible for the playoffs. If this occurs, the second-place team in the pool or the next best team will advance. The Tournament Director will make the ruling in the fairest way possible. Pool Play Rules Game times may vary by region; Directors may adjust to benefit the event. Directors will always rule in the fairest way possible. Game Lengths 14U: 1:50 or 7 innings 13U: 1:50 or 7 innings 9U–12U: 1:45 or 6 innings 6U–8U: 1:30 or 6 innings No inning may start after the time limit. Time is kept by the PG Field Director. Home team for pool play will be pre-assigned. A tie game counts as ½ win and ½ loss for both teams.
