Updated Sunday, Feb. 28

For the second time in team history the Philadelphia Phillies will select first overall in the 2016 MLB Draft after finishing the 2015 season with the
worst overall record (63-99). The first time the Phillies had the No. 1 overall pick in 1998 they selected Pat Burrell, and while Pat the Bat didn't live up to his pre-draft billing, he did enjoy a productive 12-year career (9 in Philly) in which he produced a .253/.361/.472 triple slash line and 292 home runs.

The 2016 draft will also mark the first time since 2008 in which no compensatory picks were awarded for unsigned first-round selections from the year before. Kyle Funkhouser did go unsigned among the compensatory selections, and there were two unsigned picks in the second round plus one more in the supplemental second round, or Competitive Balance Lottery Round B, as detailed below.

The Oakland Athletics and Detroit Tigers, who finished the 2014 season with the eighth and fifth best records, suffered the biggest drop-offs from last year and will pick sixth and ninth overall respectively.

Not surprising the Chicago Cubs, who had the ninth overall pick in this past year's draft, the fourth pick in 2014 (Kyle Schwarber) and selected second overall in 2013 (Kris Bryant), finished this year with the third best record (97-65) and as a result will select 28th in the 2016 MLB Draft.

The 2016 MLB Draft will take place Thursday-Saturday, June 9-11.

Tie-break
ers for teams that finished with the exact same record/winning percentage are awarded to the team that finished with the worse record the previous season.
Changes to the draft order due to free agent signings will be reflected once teams start signing players in the offseason.

Compensation Round A

Below is the list of the 16 players that turned down qualifying offers, thus making them free agents. The 20 total players that were offered is the most since the new draft compensation rules that began during the 2012-13 offseason, topping the 13 players that were extended qualifying offers during the 2013-14 offseason. The players had until Mon., Nov. 16 to either accept or reject these offers. The players that accepted will receive a one-year, $15.8 million deal (unless they agree to a different contract, as was the case with the Blue Jays' Marco Estrada as noted below). The players that didn't are now free agents. The teams that don't re-sign these free agents will be given a compensatory selection as listed below. The teams that sign these players will lose their first round picks, unless they have a pick among the top 10 overall selections, in which they would lose their next pick.
