The Official playing rules of Perfect Game Super25 will follow the National Federation Rules, with the exceptions and variations contained in the document.
Rule 1.00 Perfect Game Super25 Participation
1.01 Players may play in an older age tournament
1.02 A player can play on only one National Championship team in the same age bracket; however, a player can play on an additional team in an older age bracket if he also qualified with that team and the events are not at the same time.
Rule 2.00 Team and Individual Player Eligibility
2.01 A team may not be composed of more than:
Ages 9U-10U, 17 eligible players. Coaches or managers are not included in the 17. Manager, coaches, business manager and scorekeeper may not exceed four (4) total.
2.02 Age Eligibility: A player’s age on April 30 of the season will dictate his age group for that season. A player can always play up in age divisions. For ages 15U-17U, graduation year can also be used.
2.03 A tournament director may manage or coach in any tournament in which he also serves as the tournament director or host. There shall be a separate tournament director and protest committee selected to handle all rule problems within the tournament.
2.04 The team’s manager is responsible for all aspects of the eligibility of the players on his team and that they meet the requirements as set forth in Rule 2.02.
2.05 A player who is in violation of the age eligibility shall be considered an illegal player.
2.06 If anytime during a tournament game, a player is discovered illegal due to an age violation or participating on more than one team in the same tournament, the offending player will be suspended from play for the remainder of the tournament in any age bracket. Upon the second offense appropriate action up to and including suspension of offending team and coaches to further participation in future Perfect Game events may be taken.
2.07 In each age division, all participating players in Perfect Game Super25 events shall have photocopies of their original birth certificates in the possession of their team manager. Electronic copies of ID documents are accepted. Failure to have a copy of a birth certificate upon demand will result in suspension for the remainder of the event until such document can be produced. Driver’s License is permitted.
2.08 A team must have 100-percent of its roster from its home area, region or bordering regions. A California, Florida, or Texas team is from either the North or South region of its state.
2.08.1 Residency Requirements will be the sole discretion of Perfect Game. Each case will be handled on an individual basis by the PG Super25 National Office. The National Office will make the fairest ruling possible, and that ruling will be final. Perfect Game Contact: firstname.lastname@example.org
2.09 Teams must use the same roster for the National Championships that they used to qualify with at the Regional or Super Qualifier. Teams are able to replace players lost to injury or other conflicts that prohibit them from participating in the National Championship, but they must keep the same number of players from the qualifying roster. 2.10 A team qualifying in the fall will have the ability to change its roster. Sixty-percent of the fall roster must remain the same for National Championship in all age divisions.
2.11 A team may only play in sanctioned events and regional tournaments from its home region or bordering regions. Teams from every region are eligible to play in all of the Super Qualifiers.
2.12 Florida State and Texas State Regionals are only open to teams from within that state.
Rule 3.00 Sanctioned Tournaments
3.01 Event host will provide four (4) complementary coach passes per team. All players will be admitted without charge.
3.02 Tie-breaking procedure in all Perfect Game Super25 tournaments are as follows:
3.02.1 Head-to-head (Removed to determine the top seed in a three-way tie, first criteria for determining the second seed in a three way tie).
3.02.2 Runs allowed (First criteria to determine the top seed in three-way tie in pool play, see "Tie-Breaker Example" below).
3.02.3 Runs Scored.
3.02.4 Run Differential.
3.02.5 Average runs per inning in pool play games.
3.02.6 Coin Flip.

Final Pool Standings
Three teams tied with .750 win percentage Move on to head-to-head.
None of the 3-1 teams beat both the other two 3-1 teams. If a team lost to both of the other teams, they are eliminated from the tiebreaker.
Therefore head-to-head is thrown out for now.
Reds had the lowest runs allowed of the 3-1 teams so they win the pool.
The Pool Winner (Reds) is taken out of the equation to figure out the second-place team.
The Mets and Jays had the same win percentage Move on to head-to-head.
The Mets beat the Jays so they are the second-place team of the pool.
With the top two teams removed, win percentage is the criteria which determines third- through fifth-place of the pool.
3.03 Regional and Super Qualifier tournament event champions receive a berth to the current season's National Championship. Champions must confirm attendance at the National Championship immediately following the tournament. If a team is already registered for the BCS or other PG core event that is paired with the Super25 National Championship, they will be automatically transferred over from that event.
3.03.1 Perfect Game decides the Champion on incomplete Regional and/or Super Qualifier.
3.04 Perfect Game Super25 National Championships are open to all travel and competitive baseball teams from 9U-17U age brackets. Teams must qualify to play in the National Championship.
Rule 4.00 Ejection Rules
Ejection offenses include:
4.01 Physical attack on an umpire, tournament official, associate director, associate officer, and/or any player or fan prior, during, or immediately following a game played under the authority of Perfect Game.
4.02 Players, coaches, managers, or sponsors threatening an umpire, tournament official, associate director, or associate officer with physical harm.
4.03 Any player, coach, manager, sponsor, director or officer who engages in physical fighting.
4.04 Using unsportsmanlike conduct or abusive language, symbol tactics, or derogatory or unbecoming acts.
4.05 Destruction of property or abuse or failure to pay.
4.06 Receiving money directly or indirectly for playing on a team and/or based on athletic performance.
4.07 Competing under an assumed, false and/or altered name.
4.08 Use of any illegal equipment, substance, or falsification of any kind.
4.09 Tournament hosts have the authority to rule on the ejection of a player, fans, or team anytime during a tournament for committing any of the above listed offenses.
4.10 A player or coach ejection carries removal from that game only.
4.11 A coach or manager who is ejected for the second time in a specific tournament is suspended for the rest of the event.
Rule 5.00 Playing Field and Equipment
5.01 The playing field should be laid out according to age specific dimensions. The field must have a protected player dugout.
Perfect Game Super25 Field Dimensions
11U-12U 50-feet x 70-feet.
5.02 Tournament directors shall supply all baseballs for Super25 events, and pay umpire fees.
5.03 All bats -5 or greater must be stamped BPF 1.15. Must be a baseball bat - no restriction on weight or length as long as bat has "BPF 1.15" stamp. All -3 bats must be stamped BBCOR. Wood bats allowed.
5.04 Official uniforms must be complete with matching team jerseys with numbers that are non-duplicating. Blank number is considered number 0. Only customary baseball shoes shall be worn by any and all players. Regular metal cleats are NOT allowed in age divisions 9U-12U.
5.05 Managers and coaches must wear a matching baseball hat and shirt with team insignia. Managers and coaches may wear athletic type shorts.
5.06 Catcher’s requirements are the use of a catcher’s mitt, chest protector, leg guards, protective cup, and catcher’s helmet with face mask and throat guard. In 9U-13U, catchers must use hockey style mask.
5.07 Offensive players are required to wear a double ear cover batter’s helmet whenever at bat, on deck, base running, or base coaching.
Rule 6.00 Official Playing Rules
6.01 The Official Playing Rules of Perfect Game Super25 will follow National Federation Rules with the exceptions being contained in this document.
6.02 Game time limits shall adhere to the following chart (6.03)
6.03 Age innings (in parentheses), time limit:
9U-12U (6) 1 hour, 45 minutes

If there is time remaining, extra innings will be played.
6.04 Slide rule is in effect at all age levels 9U-17U. Any player is out when the runner does not slide when the defensive player has the ball and is waiting to make a tag. All players are required to avoid violent contact with another player while running the bases. Players running to second-base must slide directly into the base. If, in the opinion of the umpire, the runner does not make an effort to avoid collision, he is to be declared out. If the act is deemed by the umpire to be malicious, the runner will be ejected from the game.
6.05 Batting options: Extra hitter(s) (EH) batting up to twelve (12) players in the line-up may be used in the age levels 9U-17U. Teams must have a valid sub in order to use a courtesy runner for the pitcher and catcher.
6.06 Designated hitter (DH) may be used in all age levels (9U-17U)
6.07 Tied games in pool play at the completion of game time limits shall be recorded as ties. If game time still exists there will be extra innings played. In elimination play, tied games will be completed to determine a winner. No tie-breakers will be used. No bracket or championship games can end in a tie and will be completed or resumed until a winner is declared.
6.08 Run rules are in effect for all age levels as listed in 6.09.1 The home team will not bat once the run rule has been acquired, if ahead.
6.08.1 15 after 3 innings; 12 after 4 innings; 8 after 5 innings.
6.9 A game affected by but not limited to the weather, light failure, darkness (on fields without lights) shall be considered a complete game after five (5) complete innings or four and a half (4 ½) if the home team is ahead. A game which is stopped after the 5th inning, but not in a complete inning, reverts back to the last completed inning. For ages 9U-12U it will be four (4) completed innings.
6.10 Suspended games of a complete inning (1) will resume from the point of suspension. Games with less than one (1) inning will start over.
6.11 Scheduled game time has a 15 minute grace period. If a team is unable to start with nine (9) players, the game will be recorded as a forfeit and the offended team will be awarded a 7-0 win.
6.11.1 Any intentional forfeit will result in the forfeiting team being eliminated from the tournament. The tournament committee will rule on all forfeits. No team should benefit from the result of a forfeit in an unfair manner. This rule could result in a dispute and the tournament committee reserves the right to look at and rule in the fairest possible way. The committee’s decision will be final.
6.12 Pitching limitations are described in Rule 6.12.2
6.12.1 When a pitcher is removed by rule he may not return to the mound. Once a pitcher throws a pitch in an inning, it will be constituted as an inning pitched.
6.12.2 In age brackets (9U-13U)
Two day events - 7 innings maximum
Three day events – 10 innings maximum
Four or Five day events – 14 innings maximum
National Championship – 16 innings maximum
There will be a maximum of seven (7) innings per day in all age 9u-13u brackets.
6.12.3 If a pitcher throws more than three (3) innings in a day, he must not pitch the next day.
6.12.4 When a pitcher throws more than five (5) innings in a day or consecutive days that pitcher must have two (2) days rest.
6.12.5 No pitching limitations for 14U – 17U
6.13 Protests of official playing rules must only be submitted to the tournament director with a $100 cash protest fee. The official rules of protesting a game also must be adhered to for the protest to be considered. If the protest is upheld, the protest fee will be returned.
6.14 Intentional walks at 9U-17U age levels, the pitches must not be made.
6.15 Starters may re-enter the game one time, however they must re-enter in the same place in the batting order. Substitutes may not re-enter the game.
6.16 In the Windup Position, a pitcher is permitted to have his “free” foot on the rubber, in front of the rubber, behind the rubber or off the side of the rubber.
6.17 Trips to the mound: The pitcher must be replaced on the 2nd trip to the mound in any inning. MLB Rule.
6.18 The MLB balk rule will be enforced. When a balk is called it is NOT a dead ball. The 3B to 1B pickoff move is legal.
Rule 7.00 Not covered in the Rules
7.00 Not covered in the Rules: In the event any item is not covered in the rules, the tournament committee will make the fairest possible ruling and that ruling will be final.
