Say a team hosting a regional falls, does the team that won that regional (a 2-4 regional seed) become the next in line to host a super regional or would it go to whoever was next in line to host a regional (9,10,11 national seed) ?

I believe the higher seeded team would host. There may be some exceptions such in cases where the higher seeded team doesn't have the facilities to host.

If the national seed loses their regional, the host of the regional paired with the national seed would have first dibs at hosting the super regional.

They also have to apply to host the Super Regional BEFORE the Regional takes place. Case in point... in 2007 (maybe 06?) when Oregon State took on Michigan in the Super Regional, we got to host it because Michigan, knowing it was a crazy long-shot underdog in its Regional, never bothered to apply to host the next round. Had they bothered, they would have had priority over OSU.

I think Michigan was also having their stadium renovated and weren't sure if it would be ready by the Super Regional date.

SB, Michigan couldn't host a super regional due to their park not being in great shape and had decided a long time ago to make some changes to their park. But hey, I was glad they decided to do that, because got to host and the rest is history.

It happened in 2009 when Virginia won the "Regional of Death" at Irvine, who was the #1 overall seed. The Regional featured Irvine, Virginia, SDSU and Fresno State. The #16 Regional was being held in Oxford, Mississippi. So, when Virginia won the Irvine Regional it opened the door for the Super to be held in Oxford. I'm assuming that if any other team besides Ole Miss had won the Oxford Regional then the Super would have been held in Charlottesville.
