Phelan Gallegos-Bias is a 2007 outfielder and infielder from Mulberry, Florida who attends Lakeland High School. He has an athletic build and is 6' 180 pounds. Phelan showed some very good tools during the workout. He ran a 7.00 60 and threw 88 mph from the outfield and 81 mph across the infield. He has nice bat speed and a short easy swing. His hands are quick and he has good pop with solid middle of the field contact. He has good strength in his swing and some lift to drive the ball. Gallegos-Bias has big time arm strength in the outfield. He has good range and runs very well chasing down balls in the gaps. In the infield, he circles the ball well and has smooth actions. Phelan can play both positions very well and is also a strong student.
