But, 2013 seems like the right year to put an end to the fantasy that every highly drafted pitcher needs to project at the top of the rotation. Sometimes, there are pitchers like Michael Wagner - a pitcher that a team is likely to nab in the first two rounds of the June draft based on the quality of his arsenal across the board, consistent track record, and polished command and delivery.
